For professional achievement while serving as a member of Navigation Division in USS Kentucky (SSBN-737) from February 2014 to July 2016. Petty Officer Osterday consistently performed his demanding duties in an exemplary and highly professional manner. As Command Career Counselor of 389 Sailors, he trained 19 departmental counselors, improving Kentucky’s Family Care and Sponsor programs, provided executive-level manning oversight, and was utilized as a suicide intervention first responder. Fostering camaraderie through his customer service, his dedication yielded the Retention Excellence Award two years in a row and $2,754,219 in bonuses for 87 sailors that reenlisted under his care, totaling 451 man-years of continued Naval service. As Navigation Leading Petty Officer, he saw 14 Sailors through 64 rigorous qualifications, including five qualified in submarines, four Quartermasters of the Watch, two Nav Center Supervisors and seven Nav Watches, ensuring Kentucky’s future success. Petty Officer Osterday’s managerial ability, personal initiative, and unswerving devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the United States Naval Service.
