For professional achievement while serving as Command Career Counselor in USS Kentucky (SSBN-737) from April to November 2014. Petty Officer Osterday consistently performed his demanding duties in an exemplary and highly professional manner. He volunteered to take charge of the CCC program during an arduous combined crew Engineered Refueling Overhaul, where he initiated a career development team of 14 other counselors who led over 200 career development boards, managed 20 PRD shifts, five rating conversion packages, one BCNR package, and 22 reenlistments for 124 years of continued Naval service and $747,100.00 in bonuses. His skillful management, organization, and expertise in counseling resulted in 299 sailors receiving the highest quality of care and a Career Information Program Review formal inspection score improvement from 40% to 95%. Petty Officer Osterday’s managerial ability, personal initiative, and unswerving devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the United States Naval Service.
