For outstanding performance while serving as a member of Navigation Division in USS Rhode Island (SSBN 740)(Gold) from January to February 2002. Demonstrating superb technical skills, Petty Officer Osterday flawlessly installed a complex modification to upgrade USS Rhode Island’s commercial radar with a true heading display. His tireless efforts involved many hours of exhaustive research and painstaking labor, and directly enhanced the ability to safely navigate USS Rhode Island during the most challenging circumstances. Petty Officer Osterday’s outstanding professional performance and total dedication to duty reflected credit upon himself and were in keeping with the highest traditions of the United States submarine force and Naval Service.
