Michelle D. Carter, CDR, USN Commanding Officer, Navy Recruiting District Los Angeles

1.  Per reference (a), you are authorized to wear the Military Outstanding Volunteer Service Medal for outstanding public service while contributing over 350 off-duty hours to the Habitat for Humanity of Greater Los Angeles, the Bakersfield Veterans Center, and for providing emergency radio communications as a licensed Amateur Radio Operator while stationed aboard USS RHODE ISLAND SSBN-740(G) and at Navy Recruiting District Los Angeles from March 2002 to December 2012.

2.  Your contributions to provide search & rescue radio communications for the Saint Marys Police Department and participation with the Military Auxiliary Radio System (MARS) in Kings Bay provided auxiliary communications for military, federal, civil, and disaster officials during periods of emergency. In giving your time and support to these groups you demonstrated generosity, sensitivity, and genuine regard for the local community.

3.  While stationed at Navy Recruiting District Los Angeles from January 2011 through December 2012, you graciously volunteered your time and supported Habitat for Humanity and the Bakersfield Veterans Center where you dedicated over 50 off-duty hours ensuring the building and renovation of homes, in partnership with people everywhere with a goal of eliminating substandard housing by making decent, affordable housing a matter of conscience and action in our communities, bringing great credit to the Navy in Los Angeles.

4.  You have represented your command, the United States Navy, the Department of Defense, and yourself as a concerned citizen of the local community in a superb manner.  Your efforts are absolutely appreciated.  Once again, “Outstanding Job” and congratulations!
